General Gameplay Tips

These rules are for playing Civilization II without any of the expansion packs. Each of the expansion packs has its own rules and technologies, which will vary greatly from game to game. For the basic game of Civilization, these guidelines will help you stay afloat.

  • Look around before you build a city. You'll want to make sure you have enough resources to make the city viable. Remember that cities expand! You don't want to overlap resources between two cities.
  • Look at your map carefully. At any point, you should be able to see where you want to put your next three cities.
  • Depending on the scenario you're playing, you'll want to expand onto other landmasses, islands, planets, continents, etc., as quickly as possible. If you have forces on enemy lands, you can more effectively attack your foes when they're not looking!
  • There are many ways to defend a city. Sometimes forces planted outside the city will be able to take care of attackers, but even more effective are city walls.
  • Sending Scouts out always allows you to see what the competition is doing. If you want faster scouts, build horsemen after you've reached Monarchy government.
  • Have 20% luxuries. This helps for having a few units out of the city and for appeasing the townsfolk.
  • Get mobile warfare. One word: tanks! Be sure you pick up machine tools beforehand. Having all of those catapults upgraded to artillery is a big advantage, and if you have ample time, espionage is good as well.
  • If you are running a republic, your people will want your troops nearby. Keep them within one or two blocks of your city, or the people may become unhappy.
  • Let the cities grow. Remember, the higher population, the more the people will demand.
  • Cruise missiles are one of the best ways to attack a city. Each missile destroys a unit without the nuke effect. Don't waste a cruise missile on an individual unit. It's much better to use it against larger targets.
  • Don't be a tyrant! No one likes increased taxes! If you've had to increase the tax rate, you may be building too many city improvements. If improvements are at a minimum, you will be able to have science at a maximum.
  • Developing trade is worthwhile, even though it's not directly on the path to invention.
  • How do you expand quickly when your opponents are crowding you? Put a phalanx on a city square. That way, your opponent can't use that square. When you do build a city, make it the home city of your phalanx.
  • Keep the population of cities below 4, so that they won't need either a temple or luxuries.
  • Again, if you're playing just Civ II without an expansion pack, you'll want to try to advance towards railroad/industrialization. After invention, this is the next advance you want to make. Railroads improve your defense, your offense, your production -- everything.
  • Trying to build a wonder? Build a caravan! You could even have a stockpile of caravans waiting for the next wonder to become available.
  • If you want to thwart your enemies, build the Great Library. That way, they can't build it! (One per game.)
  • Move along the path of best rewards. If an opponent borders you, size them up. It's to your advantage to conquer cities. If your opponent's stronger than you, build your cities elsewhere.
  • If you're trying to increase science, build roads! Even before you build your first city, roads lead to trade that in turn leads to science. For more information, you may want to check out Civilization II: The Official Strategy Guide .
